The form of government used in the Church is based on the principle of “common consent” (D&C 26:2; 20:65) … This principle has been summarized by Smith and Sjodahl as follows: “In the Church of Christ where the government is that of the Kingdom of Heaven, neither autocracy nor democracy obtains, but government by common consent.
