This means they would orbit at extraordinary speeds — about 10 percent of the speed of light. According to Einstein's theory of special relativity, time would appear to move noticeably more slowly the closer one gets to the speed of light, so "two babies born at the same instant on different rings would age at slightly different rates," Raymond said. "The baby on the inner ring would age slightly more slowly."
But almost everyone appears to agree on one thing. In some way or other, space-time itself seems to fall apart at a black hole, implying that space-time is not the root level of reality, but an emergent structure from something deeper.
