The Father’s proposal and Lucifer’s counter-proposal differed, first, regarding the issue of man’s free agency in mortality. Lucifer suggested a plan of false security that would have suspended man’s freedom on earth. Not one soul would be lost as a result of the mortal experience, for without their agency there would be no risks involved, and all would return to the presence of God.
